What Pending means on a Visa transfer
Pending means the transfer is with the provider, or waiting on something before it can be sent — in flight at the RSP.
On Visa, provider codes that roll up to Pending include:
ERRORNOT_SENT
Visa has no hold state. PayMitto does not communicate with Visa until an internal hold clears.
Visa public reference (public_reference_number)
Wiki name: public_reference_number / Visa transaction ID.
It exists only after a successful Visa create. If the transfer fails during or after a hold, or at create (400/500), there is no Visa tracking ID. Diagnosis then uses PayMitto event/action codes.
VDA / confirmation-number rails do not need the extra Visa public-reference pull.

Looking up a Visa transfer in VROL (agents)
High-level path:
- Search Retool by RSP confirmation number.
- Read the Public Reference Number for VROL.
Research steps (sourced):
- Log in at visaonline.com.
- Under My Services, select Visa Resolve Online.
- Hover over Inquiry and select Transaction Inquiry.
- Enter the transaction identifier in the transaction ID field. That identifier is the Public Reference Number on the Ops Dashboard.
- Set the transaction search period.
- Transaction type: Single Transaction Type. Dropdown: Original Credit.
- Submit.

Provider Visa PENDING (Open)
Visa provider status PENDING exists in the provider vocabulary but is not mapped. It resolves to an internal unknown state and is filtered out of status history and client notification — a transfer in this state can appear not to have changed.
Whether Visa PENDING should map to something is an Engineering open question. Do not invent a mapping.
