What Pending means on a Mastercard transfer
Pending means the transfer is with the provider, or waiting on something before it can be sent — in flight at the RSP.
On Mastercard, provider codes that roll up to Pending include:

Mastercard holds that still show as Pending
Mastercard network holds, including RFI and BSAML escrow, surface as Pending, not On Hold.
On Hold is PayMitto-only. No Mastercard code maps to On Hold.

RFI → BSAML (quote only)
Mastercard can issue an RFI with a 15-day response window. If unanswered, day 16 escalates to Mastercard's BSAML (compliance) team, which either clears the RFI and releases the transfer, or moves funds into a blocked, escrow-style state. That network hold still shows as Pending in Portal View Statuses.

The Mastercard reference exists immediately, including while a hold is in place, because Mastercard creation can happen in an on-hold state. The internal confirmation number also exists immediately and is shown to end users.
